Terms of Reference to the Protocol of Networking for the Promotion of Peace and Cooperation in the SAARC Region


To which all network members would agree and strive to abide by:

  1. The efforts for peace and reconciliation should start from non-controversial areas, on which we can unite all peace loving youth in particular. Hence we shall avoid introducing controversial aspects in political, ideological, ethnic or religious spheres.
  2. Some of the areas suggested and developed for mutual collaboration and for online exchanges are the following: reconciliation, conflict resolution, peace education, poverty alleviation, health, value education, education and training in human rights, sharing of best practices, through information and communication technologies, youth exchanges, work camps, emergency relief, HIV-AIDS preventive education, sports and traditional games, art and culture, cinema, popular entertainment and cultural tourism.
  3. Active collaboration with UN Agencies and other inter-governmental bodies like SAARC.
  4. Only realistic targets should be set, leaving aside all rhetoric on youth.
  5. As peace and reconciliation can be promoted by more exchanges of information, leading ISPs’ (Internet Service Providers) of each country should be 'book-marked' as systemic basis of information gateways.
  6. An implementation and monitoring system should be devised at SAARC level for youth policies of respective countries and link the Network website to various UNESCO websites that promote peace and development.
  7. We further undertake to guarantee the full autonomy and independence of each member organisation and, consequently, each organization or network or individual is responsible for the views expressed and comments made by them.
  8. The National Focal Points (NFPs) will be identified in each country to guarantee the above principles. They are the focal point for communications with others in the regional network and for coordination among the network members at the national level. This voluntary facilitation work is done mostly with electronic communication.
